Video 1: Sarah Burkhart’s father was Richard Moore. His mother, Kahu Palmer was from Whananaki. Their marae is Whakapaumahara located in Te Wairahi valley, inland from Whananaki. Sarah worked at Ngatiwai Trust Board between 1989 and 1993. At the time, the fisheries settlement was being negotiated. From this experience, she developed first-hand knowledge of Ngatiwai Trust Board and has retained an interest in its operations ever since. Sarah is opposed to the deed of mandate because she believes the Trust finances, in particular the inner workings of its subsidiaries and the appointment of directors, are not transparent to beneficiaries. She is concerned about the perceived control exercised by legal and financial advisers and asks whether beneficiaries understand financial reports and the long-term implications of decisions that are made. Employed as a tutor before becoming the training manager of the education program, Sarah also fulfilled the role of treasurer. More recently, she has attended Te Wananga O Aotearoa courses delivered by the Trust’s Education arm and her recent contact with the Trust has been as a student. She questions why there are so many staff employed, yet communication with the people is minimal. In terms of the mandate-related hui, she feels that she has been deliberately excluded because of her outspokenness. She believes that people were selectively invited to kaumatua hui.
