Virginia is using the Interstate Voter Crosshairs Program (IVCP), the brainchild of Kansas Republican Kris Kobach, to put voters registered in multiple states in its crosshairs and boot them from the list of eligible voters in Virginia. Kobach is a strong advocate of phony election administration schemes that are purportedly designed to prevent voting fraud but that have the actual effect of suppressing voting among the poor, the elderly, and minorities. Virginians will elect a new governor in 2013. The polls show Democrat Terence Richard "Terry" McAuliffe with a steady lead on Republican Kenneth Thomas "Ken" Cuccinelli II.
