. . WELCOME MESSAGE GOV JOEY SARTE SALCEDA SPECIAL OLYMPICS PHILS at BICOL UNIVERSITY, JULY 14, 2014 . Honorable Philip S. Goldberg, American Ambassador to the Philippines, welcome to the Province of Albay. . The same warm welcome is extended to the members of Honorable Ambassador Goldberg’s party, to the members of the Peace Corps, to the representatives of Special Olympics International, to the representatives of Special Olympics Philippines, and to all our foreign and local visitors today. . In behalf of the 1.2 million Albayanos, I extend my arms to salute you and to symbolically hug you for your kindness and for the charitable event that you organized for our children with intellectual disabilities. . Kindness and charity are two big words that I learned from my parents. These words entail doing good and extending help to others whom you know would have no way of helping you in return. . Some say, in jest, that charity is the sterilized milk of human kindness. And today, I think I know from where the milk of human kindness flows. . I learned that the Special Olympics was founded in 1968 by Eunice Kennedy Shriver and the Joseph P. Kennedy Foundation. I also remember that Peace Corps was organized in 1961 under the administration of then President John F. Kennedy. These two non-profit organizations are meant for the social development of people in many parts of the world. So today, I would also like to thank the Kennedy family. And of course, I thank Ambassador Goldberg for making this event special for us and for the organizers because of your presence. *** What better way would kindness and charity be demonstrated than in helping persons with intellectual disability to contribute in their physical, social and psychological development through successful experiences in competitive sports. . And I love the motto of the Special Olympics: “LET ME WIN. BUT IF I CANNOT WIN LET ME BE BRAVE IN THE ATTEMPT.” . It almost mirrors the resilient and indomitable spirit of the Albayanos in adopting to and mitigating the adverse effects of climate change and the destructive forces of nature—which we know we could not win against, but must be brave in trying to. *** But today is a good day to play and to enjoy Albay—notwithstanding the threat of an inclement weather. . So once again, I welcome you to the land of Mayon Volcano. I just want to warn the Honorable Ambassador that Mayon is a bashful maiden. According to the fables of our ancestors, Mayon only exposes her naked majesty if the revered guest is virgin! (Has she covered herself with clouds, already?) . Welcome to our fertile land, rich with rice and pilinuts and the spices of our unique culinary treats. . Welcome to Albay Gulf which is so rich that according to some boastful fishermen you must first drive away the fish before you find a space to cast your net. . Welcome to the Venezuela of the Philippines where our Pageant Academy produces the most number of beauty queens here and abroad! . Welcome to the province which was first in the world to systematically study climate change and has set up the first ever Climate Change Academy! . Welcome to Albay where the people are warm, the weather is temperate, and the food is hot! . Marhay na aldaw saindo gabos! . .
