Let me note that any Cabinet meeting can only be called by myself, through the Secretary to the Cabinet, and can only be chaired by the President or Vice President. Any other meeting purporting to be a Cabinet meeting constitutes a serious act of treason. The transition period is 90 days. Within this period, as Acting President, I am committed to following the constitution of Zambia, and ensuring a peaceful, legal, transparent and constitutional Presidential by-election. I will not be blackmailed to allow the illegal use of Government resources for partisan interest, and will abide by the law. The rule of law must be respected by all well-meaning Zambians to maintain our legacy as the torch bearer of democracy in Africa. Let me emphasise that I am not going to resign.
