They have a consensus: We do not have a complete strategy. They debate the usefulness of air strikes and boots on the ground and this and that, as well as the effective capacity of IS to execute attacks in the West, and so on. They keep coming back to emphasizing that there is no real strategy designed to conclude the situation! ...isnt that the point?
