Way back in 1994, I termed my research paper in political science "Impossible Dream." Its subject matter is the creation of the Sanguniang Kabataan (SK) under the new Local Government Code in lieu of then Kabataang Barangay (KB). I highlighted my perception of the impossibility to achieve its purpose as enshrined by Sen. Nene Pimentel who authored its creation taking into consideration the factual milleu that youths will just be used in furtherance of political and corrupt ends of their elder relatives. It took Congress more than 10 yrs to realized that I am correct. I remember that my then professor now Judge Balmores even opinionated otherwise.
