“Wayne was a cop’s cop. He was a very intimidating figure, a really big guy with a gun on his hip with hands larger than my face,” former Steuben County Sheriff Joel Ordway said. “He was an attention getter. Our zones met around Tuscarora, Woodhull and Rathbone. We often met at the Woodhull Raceway for a fight in the pit. I was always happy to see Wayne as my backup. You were on your own out there.”
