We cannot possibly be ignorant enough to think this is harmless. This is neither a natural phenomenon, nor is it harmless. Seems very close to the sleeping trick of the middle ages . . . The snow is evaporating but not until well above freezing - into a gas. Nano-particles within the fallen snow are released during the sublimation. I suggest it is not a good idea to either relax about this, or breathe deeply around the sublimating snow. If the wind is blowing, whatever is sublimating into your face is more easily dissipated, but also spreads. It seems as though a very unusual delivery system is being tested - but delivery of what and to whom and for what reason and desired outcome?
