We were focusing allegedly how the PDAF scam squandered by some of our legislator in upper and lower house 0f the congress by conniving with the bogus Non Government Organization ( N GO) .Upon observing on T V the investigation handed by the senate they emphasized R.A 9184 of procurement in which some official of government corporation who were invited were not aware the procedure . I pondered it might be the same situation with the Department of Education of one of the Cebu Division in implementing the Maintenance and Other operating Expenses (MOOE) wherein some of the school under with this Division with downloaded budget from the Department of Budget and management .The .Department of Education under Secretary Jesli Lapus in year 2009 declaring the implementation of Guidelines on the Establishment of Procurement Systems and Organization with the same government procurement reform act of Republic Act No. 9184. May I discussed briefly about the Department of Education Guidelines on the Establish of Procurement System and Organization. Under Section 2 Procurement Organization of the guidelines must have an organizational structure . The Head of Procuring Entity ( HOPE),the composition of Bids and Award Committee(BAC),the BAC Secretariat, the Technical Working Group and the Observer. The roles and responsibilities of the Head of Procuring Entity ensure that the Annual Procurement (APP)consolidated by BAC Secretariat based on the Project Procurement Management Plans(PPMS)be prepared ,reviewed and updated by the End User in accordance with guidelines set forth herein? She/he must have ensured that all procurement are in line with the annual procurement plan (APP). The organizational structure to process such procurement in line with Annual procurement plan (APP) that have prepared ,review ed and updated by the teachers as the end user /project management office (PMO),in the format of project procurement management (PPMP)that shall contain the following information : a.the name of project / procurement ,b.general description of project /procurement c. the extent/size of contract scope/packages, d.the procurement methods to be adopted ,and indicating if the procurement task are to out source provided in sec.53(e)of the IRR-A; e.the time schedule procurement activity,f.estimated budget for the contract. The approval and recommendation resolution by the BAC committee and thru channel to BAC Secretariat, request for his approval as the Head of Procuring Entity (HOPE).Whatever the outcome of procedural process of procurement the information must be published in any conspicuous place of procuring entity subject for transparency .My line of questioning are as follows: a) Why some of this school under this division did not implemented this guidelines of procurement until now ,even to post their Maintenance other and expenses (MOOE) liquidation of the School Yearly Appropriation that cost Million of pesos from the tax payer money. b) Why some of this school using the Parent Teacher Association (PTA) funds for cash advances and travel expenses of the Teachers in seminar and etc.without refund that it was clearly stipulated in Commission on Audit manual for New Government Accounting System (NGAS)Volume III chapter 3 description of account it emphasize the usage of MOOE in Cash advances, travel expenses and etc. Why using the( PTA ) FUNDS from hard earning marginal fisherman, farmer,trisikad drivers, labanderas and etc.Hoy !!!Mr Principal and Head Teacher “ makonsensiya naman kayo ?” instead use the funds for requirement of the student for their academic , sport and other extra curricular activities as emphasized in Deped Order No.54 series 2009 Guidelines Governing Parent Teacher Association School Level. c) Why the Commission on Audit never bother to investigate the abnormalities , or nonprocedural used of funds of this division, may be this is not a high end case but remember this were peoples money and it involves million of pesos . d) Why We Parent and Teacher s alike were timid to organize against this corrupt official . Parents must have the awareness, and lets be vigilant regarding the money matter with the funds of Parent Teacher Association (PTA) and Maintenance Operating and Other Expenses (MOOE) in any public school particularly in High School it is our right to know. .Teachers must insist to practice the Rule and The Guidelines of Establish of Procurement System and Organization regarding the MOOE funds it is your right to avail whatever benefit that granted the usage of MOOE fund for the good of the student and school ,di lang bunganga lang lagi wala sa gawa….Doing nothing it makes this corrupt official richer .
