West Coast storm causes flooding, power outages, property damage: By the end of Dec. 11, the brunt of the storm had mostly passed through Californias Bay Area, leaving between 2 to 5 inches of rain. Hundreds of thousands lost power on the West Coast at some point, and while many homes had their power restored by the end of the day, tens of thousands were still without power, especially in Washington state.
