When Law enforcement crosses the borders of privacy, just because he can apparently and because it is human nature to want to feel all powerful by controlling other ppls lives. However, when the interpretation of duty overrules moral there is something seriously wrong with the individual conscience and/or with the way the organization is trained. Id the latter is the case, and that seems more likely: 1) who trains them? 2) by what concept? 3) who has designed that concept? 4) for what purpose? 5) is it local, national and/or international? 6) incidental or structural? 7) is it just the police force or is this training also applicable to the army, marine and air force, special forces OPS?
