When festivals having a number of holidays like Bihu, Durga Puja or sporting events like World Cup Football approach, some of the engineers in my organisation (Assam State Electricity Board) are far from happy. While others enjoy these occasions, for these engineers it is a time for extra workload, tension and for getting abuses from electricity consumers whenever there is a breakdown in power supply. Yesterday, an instruction was issued prohibiting any SDO or JE from availing leave during the Bihu holidays. The Linemen and Sahayaks will also be on duty throughout, but it may not affect them that much as they are mainly locals who go to their nearby homes after duty as their jobs are not transferable outside the district, whereas the SDO and JE are transferable throughout Assam and mainly work far from their homes. Meanwhile, all the thousands of other employees of ASEB like Clerks, Peons, Draftsmen, LIftmen, and even officers in Accounts, Personnel (HR), Public Relations, etc. will be getting a long paid holiday of more than a week. Really, being an SDO or JE in an organisation like ASEB is a thankless job and must be a form of penance for sins in past life. About twenty years ago, the Association of Engineers resorted to a strike and extracted the benefit of Technical Allowance, but in the next pay revision, I think it was merged in the basic pay and totally abolished in the pay revision following that. Now the Association of Engineers has become a toothless association due to being overpopulated with senior engineers. Fresh, hot blood is required urgently to remove these injustices.
