While on routine patrol at 3:39 p.m. Monday, police noticed man in a car parked on the side of the Pantry Quik store at 161 Carey Ave. and spotted a hypodermic needle, spoon, bottle cap, needle caps, and a needle plunger on the passenger side floor board, as well as empty wax paper packets commonly used to store heroin, police said. Police ordered the driver, Richard Dellacroce, of Poplar Street, Wilkes-Barre, out of the car, arrested him and took him to police headquarters, where he was processed and released. Police said he will be charged at a later date.
