Why I support Prop 1 In January 2013 TX DOT told the Leg that they needed $4 Billion now just to maintain current roads. As a group of 20 conservative Rs we did not take their word for it so we put two members on a task of running the numbers and vetting their request. Trasnportation has taken steady hits ever since Straus became Speaker. Traditionally it has been 12% of the budget and its now down below 3%. So, short answer is Yes, TX Dot does need the money. Are they spedning it wisely? Probably not. There was plenty of money in this budget to take care of mobility, water and education. We started with an $8.9 Billion surplus (Thats over and above the ESF). They then grew spending by another 15% and never spent a dime on mobility or water. That said I support Prop 1 for a couple of reasons. First and formost, we need the money to continue to expand mobility in the fastest growing Community within the fastest growing County in the fastest growing State. Second, to delay building roads by a couple of years will only cost the State of Texas more money as the cost of building will only compound at an inflationary rate of 7% a year. Third, while I dislike the idea of ESF money staying put and choking the growth of bad government, I do like the idea of it going to build infrastructure projects as opposed to the random pork that has been the mainstay of the Texas budget as of late.
