With the publication of "Beyond the Hundreth Meridian: John Wesley Powell and the Second Opening of the West" Stegner became the clearest voice in the arguments and myths about the agrarian "democracy" that Congress legislated in water law and land laws that perverted the future for equal justice and rational development in the West. He pointed out clearly that Major Powell had recommended to Congress nearly an opposite outcome of what became law. Powell"s Report, "Report on the Arid Regions of the Western US would have tied water to the land that it could best serve, instead Congress offered water rights as a form of money bought to concentrate development in the hands of a few. A great writer, whose love of the west is obvious in many of his books.
