Working Together for Youth Development and a Drug Free South Africa.” Youth Accord The National Development Plan sets long term target to scale up employment by 11 million by 2030 and the New Growth Path set the goal of 5 million jobs by 2020. Social partners, government, business, labour, community including youth organizations have negotiated a Youth Employment Accord in pursuit of the goal to create employment, work experience and education and training opportunities for the youth. The Youth Employment Accord aims to shape lifelong opportunities for young people to manage the transition from education to employment through policy coherence; improving coordination among the various role players; and increasing the impact of and maximising the effectiveness of existing youth employment initiatives. The Accord sets clear commitments and targets for a comprehensive youth employment strategy focusing on job creation and work experience, education and training, job search and career guidance, it gives concrete expression to the pillars of employment creation and supplements existing initiatives while providing an overarching action plan by the social partners. The pillars of an employment strategy, as proposed in the Youth Accord include: 1. Public employment including youth brigades. 2. Improving training and work experience. 3. Support for job search. 4. Employment set-a-side in growing industries. 5. Private sector commitments with targeted incentives approved by all constituencies. 6. Support for youth cooperatives and small, medium and micro-sized enterprises (SMMEs).
