Wow! The COG - Continuity of Government program which Dick helped set up during the Cold War. (Basically a Secret Back-up Government in the event of Nuclear War) Just think of the gambit he just created here. He basically laid out their End-Game strategy for if the Government (or next Administration) turns on him and his cohorts who first launched this COG plan into action on 9/11/2001, and decides to prosecute them for the War Crimes they committed in the Middle East... All they have to do is drive some nukes down the freeway, level the White House and Pentagon, blame it on some foreign terrorist group, and boom they are back in power with a distracting mess for everyone to clean up, and all the people challenging them out of the way (as we can assume all their important allies would be fore-warned of the impending attacks and vacate the city just prior) Dangerous, wreckless, yet brilliant.
