John Mbadi takes trophy for best performer in House debates ODM chairman spoke 808 times in the National Assembly in 2014, shows report. ADVERTISEMENT Suba MP John Mbadi Ng’ong’o is ranked the most active MP in the National Assembly in an audit of MPs’ performance, based on the number of times they have made contributions in the plenary. The audit by Mzalendo, an organisation that monitors the performance of MPs, says that Mr Mbadi, who was recently elevated to the position of chairman of the Orange Democratic Movement, has spoken 808 times in the House in the just ended year. This is, however, significantly lower than his counterparts Tom Kajwang’ and Aden Duale, who get to speak more in the House by virtue of their positions. Mr Kajwang’ contributed 2,433 times and Mr Duale 2,418 times. Mr Kajwang’, the Ruaraka MP, is a member of the Speaker’s Panel and regularly presides over the Third Reading of Bills. Mr Duale is the Majority Leader and gets to speak for the Executive, updates the House every Thursday on the agenda for the following week, tables documents and moves government motions. He is also given priority to contribute to debate because of his position. Because he has no position in the House, Mr Mbadi depends on the Speaker noticing whenever he presses the intervention button. Mr Mbadi was awarded for being the best representative on oversight matters for asking about the salaries, allowances and vehicles allocated to members of constitutional commissions last year. He is also a member of the Budget and Appropriations and the Public Accounts committees and is considered the National Assembly’s in-house expert on the Public Finance Management Act. Other MPs who are regular debaters are: Mr Nicholas Gumbo (500 times), Mr Chris Wamalwa (440), Dr Robert Pukose (416), Mr Jakoyo Midiwo (415), Mr Benjamim Langat (410) and Mr David Gikaria (404). On the opposite end of this scale lie five MPs, who are reported to have spoken in the National assembly only once this past year. They are Mr Joseph Mburu Kahangara (Lari, TNA), Mr Paul Koinange (Kiambaa, TNA), Mr Joseph Ndiege (Suna West, ODM), Mr Fred Outa (Nyando, ODM) and Mr Daniel Wanyama (Webuye West, New Ford Kenya).
