XIIIe NATIONAL GENERAL MEETING OF THE FORMER YCSers NETWORK of CAMEROON (FYNA / RAJEC) From the 25th to the 27th July 2014, NGOYA – YAOUNDE GENERAL REPORT OF ACTIVITIES INTRODUCTION The works of the XIIIe edition of the General Meeting of the former YCSers network of Cameroon took place from the 25th to the 27th July 2014 in the premises of the ‘‘Théologal de la communauté du Saint Cœur Immaculé de Marie’’. Attended to the General Meeting the following Branches: Yagoua, Maroua, Bertoua, Bamenda, Douala et Yaoundé. I. OPENING MASS Fr. Luc MBOUGE, Former YCSer from Douala branch revealed his joy to celebrate this moment of fraternal communion. The proposed readings for the meditation were: 1st Reading : 2 Corinthians 4, 7-15 Psalm : 126 Gospel : Matthew 20, 20-28 Making an emphasis on the responsorial psalm, Fr. Luc asked to all the former YCSers not to take the risk to run away from the tears of the seeding operation; This, to be sure to harvest in the joy. Underlining with acuity the challenges that we are facing known as dynamic group, he congratulated the YCSers who are sweating to see the aim of the Network to be fulfilled. III. WORD FROM THE COORDINATOR OF YAOUNDE BRANCH In the hall, the coordinator, on behalf of all his members, welcomed all the delegations and thanked them to be so many in the premises of the 13th General Meeting. He wished to each and everyone to feel at home in the Archdiocese of Yaoundé IV. MEMBERS OF THE PRAESIDIUM The praesidium was put in place after the verification of the quorum, it is made up of : • President : Mr. SEUDIEU Alain – Douala Branch • Secretaries : Mr. NGONGANG Ludovic – Bamenda Branch Mr. VARAVOGO Robert – Garoua Branch • Rapporteur : Mr. DEMANOU Tanguy Kevin – National Coordination • Disciplinarian : Mr. NNAMA NNAMA Parfait – Bertoua Branch Once seated, the praesidium amended the Agenda of the General Meeting and declared open the works of the 13th General Meeting of FYNA / RAJEC. V. WORKING SESSION ON THE FOLLOW-UP OF THE RECOMMENDATIONS OF THE XIIth GENERAL MEETING HELD IN YAGOUA After listening to the recommendations of the last General Meeting done by Mrs SEUDIEU Anne Marie, a general remark has been done on the poor appropriation of the said recommendations in the various branches. As global evaluation, the branches mainly bent on: - The re-awakening and strengthening of the YCS groups ; - The class sessions to help YCSers for the National Exams. It has been underlined by the National Coordinator that this is the first exercise of its kind in which there is an evaluation of the recommendations of the previous FYNA General Meeting. It is therefore asked to send to the National Coordination Office a copy of the Actions plan of the activities in each branch in the beginning of their yearly exercise. VI. EXPOSE ON THE THEME: ‘‘Former YCSers, All together for Education and Social Development’’ Presented by Mr. André Marie AFOUBA, he gave prior to the explanations of expressions like ‘‘Social Development, Education, Environment, Society’’. Underlining Social Development as carrier of the ideal of human development, he put emphasis on the social advance of the community. A social development considered on the prism of evolution involving Education in terms of Knowledge, Self-management skills, Manners and Procedural knowledge. The question on Education was emphasized with the fact of its coupling with the social development is the real project of the Human’s salvation. A reading from Jn17, 32-34 links it appropriately and reveals God’s Love to us. In order to make FYNA / RAJEC as pole of training which is able to shake the contingencies and the behaviours, he needs to: - Promote le strong character of the type of Education he offers to the society ; - Cultivate the deepening of the spiritual life of his members in order to present an education stamped with solidarity and charity ; This could pass through: • The promotion of themes with educational orientation to the academic institutions ; • The promotion of the passage in the public debates ; • The intervention and even the formation of the members of the Parents and Teachers Association. He concluded his word with this beautiful sentence: ‘‘Everyday that we read a Bible’s verse, the Lord reveals us a new message because the history of revelation never stopped’’ VII. YCS and FYNA/RAJEC VII.1 Point on the Sixtieth Anniversary of YCS in Cameroon Chosen by the praesidium, Arnaud MBAH took care of abreasting the audience concerning the planning, the organisation and the level of implementation of the works for the Sixtieth of YCS. The scruffy or untidy evolution of the works was felt and this made the former YCSers to decide to put in place a committee for the final celebration of the sixtieth anniversary of YCS in Cameroon. VII.2 Point on the participation of Former YCSers to the pan African meeting At Libreville - GABON The interventions of Jeannot MINLA and André Marie AFOUBA have underlined the discomfort of the Network at the African level. A national discussion was crucial before the displacement to Gabon for the meeting scheduled from the 02nd to the 06th August 2014. VIII. READING OF THE ACTIVITIES’ REPORT OF THE BRANCHES AND THE NATIONAL COORDINATION OFFICE The presence of 07 Branches and the absence of Guider was noted. However, she sent her report through Garoua’s Branch which was read and not commented. VIII.1 Yaoundé Branch The presentation of the report by Martha EPASSY showed a presentation of members and an emphasis on the development of a directory of expertise as agreed to the last NGA in Yagoua. The branch regrets the little effort invested in supporting YCS. Also, she underlined as weakness the delay and absenteeism of the members. VIII.2 Maroua Branch Maroua’s branch, whose the report was presented by its secretary Robert VARAVOGO, gives a positive assessment in terms of presence in the YCS activities and mobilization of resources to support YCS. The branch complained about the poor communication between their executives and the National Coordination Office. VIII.3 Yagoua Branch Made up of 05 members, Yagoua’s branch holds its meetings every first Sunday of the month and in a rotative way in the members’ house. It highlights the difficulty of raising funds to sensitize new members. Donations disaster bequeathed to them by the National Coordination Office were actually distributed. VIII.4 Garoua Branch Aged only of a year and with 10 active members, Garoua’s branch was born July 13, 2013, and owes its existence to the National Coordination Officer in charge of Far North Mamat Jean Felix. Rotative meetings are the third Sunday of each month accompanied by animations of masses and donations to the parish priest of the member who receives, in order to promote awareness about the existence of the group, in parishes and in creating YCS in the concerned parish if it does not exist. The difficulties encountered by the branch are that of not being able to meet all the old YCS members of the town of Garoua because of work. VIII.5 Bertoua Branch Meetings are raising an evaluation of an average of 08 members and most of the work involves the monitoring of the agricultural project. In line with the resolutions of the NGA in Yagoua, we can note the assistance of former YCSers to YCSers through training days of YCS members for the national exams. The branch has appointed members to the revival of YCS in specific parishes. VIII.6 Bamenda Branch Bamenda Branch presented the members and the general agenda of meetings. Recalling then the theme adopted by the branch Rajecistes, challenge of presence, the branch actively helps the youths in general and YCS in particular. The branch, however, informed the decision of the archbishop not to validate the network in his archdiocese. VIII.7 Douala Branch The coordinator of the branch, Régine NGUINI, presented strong elements on the organization of the Executive Office. She highlighted the failures that occurred during the year. The circle of life is pegged to the implementation of the year July – June. It should be noted that in consideration to the resolutions of the NGA in Yagoua, the branch has drawn its own program different from the resolutions. The finances situation was solved and financial obligations of the branch vis-à-vis the National Coordination Office was repaid. The current difficulties underlined are those delays and absenteeism of some members. VIII.8 Guider Branch The representative of the branch Guider introduced his word with the presentation of the executives who work under the coordination of BOUBA MADDOU Joseph. The activities performed by the branch can be summed up in awareness of the new members and visibility in the diocese in terms of action. Considerable progress is being made despite some difficulties such as the departure of some members due to their mutation. VIII.9 National Coordination Office (NCO) On the theme Rajecistes all together for education and social development, the management team, which is led by NKO EBOBISSE Guy, presented the composition of the executive board of the national coordination. He emphasized on the considerable progress of the resolutions taken at the NGA in Yagoua. Striving to ensure the proper functioning of various branches, the team spared no effort to carry out the work leading to the first General Assembly and the first Directors Board of FIRAJEC. At the end of exchanges on the reports, the following recommendations have been raised to the branches: - To implement concrete actions in the branch in the order to materialize the FYNA vision labelled for two years; - To draw up annual and / or midterm reports copied from the model provided by the National Coordination Office; - To send to the NCO, a digital copy of the reports one week before the NGA for a good preparation of the meeting and the works; - Prepare the financial reports as part of the overall report; - Apply the necessary corrections made on the reports and submit the final file to praesidium before the end of the NGA. Concerning the sensitive situation related to aid to Meritan who is not reacting on the debt vis-à-vis the FYNA accounts. it was asked to the national coordination to contact AJEC / CHAD for the localization of the concerned. IX. WORKSHOPS ON THE STRATEGIC OBJECTIVES OF THE FYNA/RAJEC VISION Four workshops were standing to resolve or make proposals to the questions raised during the evaluation work and hearing reports of the branches. IX.1 Thematic work Workshop 1: Strategic Objective 1: promote excellency in schools and universities - Definition of concrete actions to be taken - Definition of the programs implementation of activities at the National level and in the branches - Budgeting Workshop 2: Strategic Objective 2 (2groups): promote competence and performance of YCS members - Propose an organizational structure - Propose an action plan for implementation of the recommendations Workshop 3: - Commission to make proposals for the organization of the closing celebration of 60 years of YCS in Cameroon and the FYNA’s vision for the YCS camp 2014 in financial difficulties. - FYNA Cameroon’s position on the direction to be proposed to the FYNA Africa IX.2 Works report From the perspective of translating into action the strategic objectives, it was decided some orientations for their implementation by the branches: Workshop 1: Strategic Objective 1: promote excellency in schools and universities It will be question of identifying the target population in order to: • Congratulate or provide scholarships for school and university students following the predefined criteria. • Conduct or initiate competitions in academic Excellency • Creation of commissions for academic follow-up in the YCS groups. Workshop 2: Strategic Objective 2: promote competence and performance of militants The topic includes: - Identify the skills of the resources members (Former YCS) in the branches - The issue within two months of skills sheet of the members - Record the information received in a register and electronic media to be presented the half-way evaluation - Extend registration to the graduating university students To all those resolutions for the militant, add: - Spiritual formation through the practice of Lectio Divina, the sociological study and exchanges on biblical texts on topic like commitment, Faith, Charity and Esperance; - Moral training members on self-knowledge, knowledge of ICT and initiating training workshops during the General Assembly; - The formation of the YCSer on the Pedagogy of the movement. Workshop 3: - Commission to make proposals for the organization of the closing celebration of 60 years of YCS in Cameroon and the FYNA’s vision for the YCS camp 2014 in financial difficulties. - FYNA Cameroon’s position on the direction to be proposed to the FYNA Africa • The emergency plan for the celebration of diamond jubilee will be to set up a joint committee to organize the event chaired by FYNA/RAJEC which will produce an action plan within 02 months. The chair of the committee will be provided by Jeannot MINLA and celebration of the sixtieth anniversary will be held in the NGA 2015. • The next National General Assembly will take place in GAROUA. • The National Coordination Office of FYNA/RAJEC send a circular to the YCS National Office JEC to clarify the nature of the cooperation FYNA/YCS, The YCS National Office will work with the National Coordination and transmissions will be provided by the branches for regional offices and sector offices. With the invitation of FYNA, reports from the National Office will be presented during the FYNA National General Assemblies. At the beginning of each academic year, the YCS action plan will be submitted to FYNA. • Regarding RAJA at the Pan African level, Cameroon propose that le network will take the legal form of an NGO with headquarters in Cameroon, which will at the same time the chair. X. CLOSING MASS Based on liturgical texts 1Kgs3, 5.7-12 and Romans 8, 28-30 and the Gospel Matthew 13: 44-52, the lessons put underscored the immense or infinite possibility for Christians to prepare his kingdom when there is still time. The love of God is revealed and this time offers the opportunity to acquire the priceless treasure of the kingdom of heaven. Perseverance in work and tolerance in everyday life are assets which should bring the Christian to be sure that when the Judgment Day, he/she shall not be considered wicked. XI. INAUGURATION OF FYNA/RAJEC OFFICE All the branches present in the NGA in Yaoundé visited the office at Mimboman and the satisfaction on the faces was read. Giving glory to God in songs, its in a joyful atmosphere that FYNA members separated themselves by giving rendez-vous in July 2015. CONCLUSION At the end of the Thirteenth National General Assembly of RAJEC held from 25th to 27th July 2014 on the grounds of the Théologal de la communauté du Saint Cœur Immaculé de Marie, we have the following recommendations: - The agenda of General Meetings National will begin with the evaluation of follow up resolutions of the previous NGA; - Each branch will send, to the National Coordination Office, a copy of the action plan the current year including specifically the resolutions taken during the General Assembly; - It shall be appointed one member in each branch that would ensure the regional / local antenna for FIRAJEC; - Each branch will begin the process of official recognition of the network by the Church authority; - the Network of Former YCSers of Cameroon chooses the NGO juridiction form for the Network at the African level; - An invitation for proposals will be launched by the National Coordination Office for the build-up of a logo for the Network at the National level. . At the end of the General Meeting, it has been decided that the next the Half-Way Evaluation meeting will be in Douala in February 2015 and the General Meeting will take place in Garoua from the 24th to the 26th July 2015.
