Yes it is a man made disaster. There were cloudburst occurrences before also. But previously it was a pilgrimage, now it is became tourist place. Now number of people who are eating and drinking packaged food and using horses to travel have swollen. The local people have to transport the packaged foods and bevereages on the roads not made for automotive vehicles. The increasing number of horses graze on the the limited grass available there. The hotels built in the basins of rivers. And we saw what happened next.
