Yes its called the Cottage Food Act and was put in place January 1, 2013. Do it right for less than $150. First step is to contact your county Environmental Health Department for application and instructions. Get your home kitchen business registered and do it right. You can bring your food stuffs to Farmers Markets with your certified Cottage Food registration number, or you can sell from your home (careful about zoning). Also there is a registration option to market your foods at various stores (wholesale marketing plan) with your certified Cottage Food registration number. Do it right and get into business. You dont have to have a commercial kitchen in California to get started earning money. Again, do it right.
