Yes, the Affordable Care Act is here to stay like it or not. Its become a part of the fabric of American life. Today at the budget address in Pierre, our governor recommended that we now repeal the states risk pool set up years ago for people with pre-existing conditions because, as he noted, the ACA now makes it possible for those folks to get coverage. There is $16 million in reserves in the risk pool. Those monies should be used to implement Medicaid expansion so we could save still more money and provide health care access to 50,000 South Dakotans.
