You cannot legislate morality We are all wired to know the difference between right and wrong Life is all about choices Theoretically the right choice will serve one well Whereas conversely there is crime ,laws punishment When there are masses of people that lack moral compass When that mass reaches mass effect Of course there will be societal breakdown Yes we are wired to know whats right And all of us have failed at one time or another to hold ourselves to that moral imperative That said All sins are not created equal There are too many people So I submit To solve this problem a law needs to be passed to implement the death penalty for parking violations See then there will be less people driving cars Those that do will drive less and drive / park more better Less fossil fuels less co2 emissions And the (fictitious) Global warming problem solved :-)
