My estimate is that only about 10%-15% of people in prison would actually harm the public-- the rest are there for victimless crimes-- or surprisingly, there because they have been in prison before, cant get a job, and dont want to be homeless. Look at American rates of recidivism (percentage of people who were in prison that go back again). Helping people stay out of poverty and homelessness sure looks a lot cheaper than 40 grand a year--- ah, but wheres the profit in that?
