Young GMS Professional Program The Mekong Institute (MI) is an inter-governmental organization (IGO) based in Khon Kaen, Thailand, which serves the countries of the Greater Mekong Subregion (GMS), namely, Cambodia, Lao PDR, Myanmar, Thailand, Vietnam, and the Yunnan Province and Guang Xi Autonomous Region of PR China. MI holds the distinction of being the only GMS-based development learning institute founded by the six GMS Governments, and has been in operation for over 15 years to develop the region’s human resources to bring about accelerated economic growth and social development. What is the Young GMS Professional Program? The Young GMS Professional Program (YGMS) program is a six-month structured learning program based at MI headquarters in Khon Kaen, Thailand, which is open to GMS young professionals interested and involved in regional development. The program emphasizes the development of the region’s human resources in both the private and public sectors. The YGMS program is broken into two three-month phases. During the first phase, participants will undergo a three-month training program designed to develop their basic facilitation skills and conceptual understandings of regional cooperation concepts. Training sessions and modules will focus on developing the skills necessary to effectively plan and design policy dialogues, moderate training sessions and conduct synthesis and evaluation workshops. During the second phase of the program, participants will undertake a three-month work-placement in the MI program department of their choices; putting into practice the skills and understandings gained in phase one. There, participants will work as part of the department as associate facilitators under designated MI program managers. Participants can choose to undertake their three-month placement in either the Trade and Investment (TIF), Rural Development (RDPM), or Mekong Development Program (MDP) program departments. Tentative Structure of the YGMS Program 2013 Report duty at MI 30-September Orientation 1-October Training Course 1 1-4 October Meeting with management/supervisors 7-October Preparation of research/learning project proposal 7-11 October Presentation of research/learning project proposal 14-18 October Submission of research/learning project proposal 31-October On-the-job training phase 1 Nov-Dec Mid-term review 23-27-Dec Training Course 2 January On-the-job training phase 2 Jan-Mar Presentation of research/learning project 17-Mar Submission of research/learning project report 24-Mar Final evaluation 25-Mar End of program 26-Mar Eligibility and required qualifications: • Open to nationals of Cambodia, PR China, Lao PDR, Myanmar, Vietnam, or Thailand; • Applicants must be 25 – 35 years old at the time of application; • Hold a master’s degree in social sciences, economics, Business, public administration, international development, or areas related to rural development, project management, trade and investment, human migration and good governance; • Possess at least two years of work experiences in any of GMS country. Preference will be given to applicants with experience in training, research, policy development, development project planning, implementation and monitoring, enterprise development, entrepreneurship or trade; • Ability to work in a team; • Ability to carry out secondary-research; • Strong analytical skills and a demonstrated interest for learning and self-improvement; • Advanced computer skills (i.e. Microsoft Office Package/internet); • Fluency in written and spoken English. Proficiency in another GMS language in addition to his/her mother tongue is desirable. Selected applicants will receive 20,000 Baht as a monthly stipend. All expenses related to training program activities and travel will be covered by MI, including return travel from selected candidates’ home station to MI (prior to and on completion of the program), and health, accident and life insurance. Upon successful completion of the program, YGMS participants will potentially be offered a contract as regular MI staff.
