agenda for for the E.C. meeting to be held on 28-9-2013 6 H-3/ To consider the following modalities for implementation of reservation roster for appointment to the teaching posts in the University and its colleges by taking the University as one unit and the College as one unit, in pursuance of the OM No. Estab.IV/017(ii)/2010/1 dated 03.09.2013 and circular letters No. CB-II/110/Circular file/2013/484 dated 04.09.2013: i. All the teaching posts in the departments of the University and in various subjects in the Colleges as on date shall be listed in an alphabetical order by applying 200 point roster. ii. All occupied posts as on date in each department/subject shall be listed first in the order of their date of appointment followed by the vacant posts in the said department/subject. These rosters are an aid to determine the entitlement of different categories with regard to the quota reserved for them. They are not to determine seniority. (Ref. GOI O.M. No. 36012/2/96- Estt. (Res), dated 2nd July, 1997). iii. As this is the initial operation of the roster keeping the University/College as a unit, it will be necessary to adjust the existing appointments in the roster. This will also help in identifying the excesses/shortages, if any, in the respective categories in the teaching cadre. This may be done starting from the earliest appointment in the respective department/subject and making an appropriate remark-“utilized by SC/ST/OBC/Gen.”, as the case may be, against each point in the roster. In making these adjustments, appointments of candidates belonging to SCs/STs/OBCs which were made on merit (and not due to reservation) are not to be counted towards reservation so far as direct recruitment is concerned. In other words, they are to be treated as general category appointments. (cf. GOI O.M. No.36012/2/2/96-Estt. (Res.) dated 2nd July, 1997). iv. Shortfall, if any, of all reserved/unreserved posts arising out of adoption of the roster based on University/College as a unit shall be marked at the appropriate place on the roster and the same shall be filled by the candidate(s) of the respective categories when the post(s) is vacated by its present occupant. v. If sufficient number of suitable SC/ST/OBC candidates are not available to fill up vacancies reserved for them in the first attempt of recruitment, a second attempt shall be made for recruiting suitable candidates belonging to the concerned category in the same recruitment year or as early as possible before the next recruitment to fill up these vacancies. If the required number of SC/ST/OBC candidates are not even then available, the vacancies which could not be filled up shall remain unfilled until the next recruitment year. These vacancies will be treated as “backlog vacancies”. (Ref. GOI O.M. No. 36012/17/2002- Estt.(Res), dated 6th November, 2003 and No. 36033/1/2008-Estt.(Res.) dated 15th July, 2008). Similarly, the backlog vacancies for the reserved categories already declared by the Department/Colleges for this reason shall also be treated as backlog vacancies and shall be filled accordingly. vi. Earnest efforts should be made to fill up reserved vacancies in the initial year of recruitment itself (cf. GOI O.M. No. F. 36033/2/2006- Estt.(Res), dated 12th October, 2007). vii. The reservation for the OBCs to the extent of 27% will have to be extended w.e.f. 21.03.2007 for recruitment/appointment to the post of Assistant Professor only. viii. Additional post(s), if any, sanctioned after the date of approval of the roster by the University shall be listed at the bottom of the roster according to the date of sanction indicating the department/subject to which the post(s) has been sanctioned/assigned. ix. Approval already accorded by the University of the Reservation Rosters prepared prior to revision of rosters as per OM dated 03.09.2013 will be superseded by the fresh roster. x. Status-quo shall be maintained with regard to the implementation of reservation policy for the Persons with Disability (PwD). xi. In case of abolition of a department/subject, the post(s) sanctioned/filled in the said department/subject whenever vacated by its occupant(s) shall be listed at the bottom of the roster indicating the department/subject to which the post(s) are re-assigned/re-allocated. xii. The Colleges that have already advertised the vacant teaching posts in pursuance of the pre-revised rosters need to issue a corrigendum, if necessary, after getting the revised roster approved by the University and also to extend the date of submission of application form, wherever necessary. xiii. The posts of Director of Physical Education & Sports Sciences and the Librarian in the Colleges shall not be clubbed along with the reservation rosters meant for teaching posts. xiv. The teaching positions sanctioned for Hindi and English Journalism shall be shown within the respective department/subject i.e. Hindi or English and not as a Department/Subject of Journalism. xv. New positions in Foundation courses e.g. Science & Life subject may be listed at the bottom of the roster indicating the name of the subject. However for other administrative purposes, the teachers imparting instructions in Science & Life be shown in their respective parent department/subject to which they belong. xvi.
