Those are flat out economic sanctions and now this pulling away is not the mark of a stand up responsible Canadian Government. The onus has always been on the government to fulfill lawful treaty obligations for all this land called Canada. That we created the Indian Act crafted in the socially backward age of the 1870s to govern our relationship is unfortunate. It is inherently unstable with strings of different government elected and formed and at the whim of ever changing budget acts. The Indian Act was never meant to provide order and continuity but only dependency and control for whomever in Parliament. That is one of the truths that we all must reconcile in our mutual relationships.
