counterguerrilla operations,against insurrections,for minority equality or majority reform of unjust government acts;revolutions,for political or religious -motives;rebellions,for freedom from chattel slavery or foreign occupation;separatism(separation),minority ethnic or tribal groups,for independence,or union/reunion with larger fellow ethnic political state;secession ,by dissatisfied-,(large amount,but still small group,of majority population),dissident-section ,of the majority,because of religion,economy,and/or social distinctions;or foreign invasion,by foreign elements,and/or foreign political states,(domination,extermination,liberation,etc.),against another political state or tribal areas;etc.,are the responsibility of the military armed forces,therefore,terrorism,civil unrest(riots,etc.),violent crime(gangs,robbery crews,etc.),rival mob fights,etc.,should not be equipped ,by the civil law enforcement,but,in such,militancy situations then the civil law enforcement should work with a political states national military forces.neither,should such illegally heavily armed law enforcement forces,be deployed,(openly),against peaceful protesting citizens and other civilians!why would a political state use tanks and grenade launchers against already abused minority populations,especially,i.e.,during,1960s riots,etc.!these heavily armed police would not be used against white/caucassian populations,anywhere in the western capitalism world/democratic -societies,but,would be depoyed against degraded people of color,whether in the US or other western Europe -political state!protect civilians!dont arm civil law enforcement ,with heavy weaponry,against civilians!
