due to various rumors about capital city in and around guntur , land prices have sky rocketed and many people are making a beeline to procure land at mind boggling quotes... all lands are sold at market value decided and controlled by select individuals...government of AP does not have time to re-price government value of land... ..as a result of this, land registrations will be made based on old government value but sales are executed at a ridiculously high price...there is tremendous amount of black money exchanged in andhra pradesh which is unaccounted for and precious stamp duty revenue + vat revenue is lost by government... this loss of revenue to the state exchequer cannot be counted....this is clear tax evasion which is punishable crime in india... If government of ap was aware of this simple thing and they are sincere about public money accountability they should have 1. Kept the capital discussion away from public domain till decisions are concrete... 2. Those flashy sunrise state videos should not be made public to discourage people from land grabbing.. 3. Before all the marketing campaigns they should have taken farmers of the area into confidence , provide them alternatives. 4. and most important and foremost of them all revise government value of land and not allow market valued sale deeds and under valued registrations... I can guarantee the stamp duty income legally would have run into thousands of crores if proper enforcement and land purchase process was in place...we could have had enough money for farm loan waivers in a short time....AP revenue minister and the visionary CM should be held responsible for this lack of vision or a blind eye approach.....they allowed proliferation of black money and tax evasion in the state.... Central government which is so worried about illegal black money stashed in few hundreds of foreign bank accounts is obviously blind to the enormous amount of black money transactions and tax evasion that happens in-house...can we expect something in the next budget .....i really doubt.....
