empower the Gov only comes when fails in a good governance of local ministerial Governance. other wise it looks to be axing the power of public which is elected body under democracy. If the Guv handles it makes more contraversity than a smooth admin. The BJP government it self supported for small sates to empower with democratic development. Looking to the matter Hyderabad suppose to be under union Territory if not all time at least certain period. But center failed in such matter. However they can provide speedly the funds to build the capital of AP , to enable any concerns in Telangana. Else any other matter to be alloted by calling both the CM`s, under their perview to settle the matter GUV can be powered. Even if called to SC(supream court( too have not a power to axe the democracy. To speedy settle the Home ministry can call both parties and settle emoicably than powering Gov at the behest of central rule.
