likely loss is no connection with the disciplinary proceedings in case the charge sheeted officer followed the systems and procedures as well as all instructions issued by the authorities at various levels. CS framed against as officer is based on the violations of instructions/circulars etc. Hence loss is not the only criteria of CS. Due to violation in case it is culminated in loss then it is worth to mention in charge sheet. Violations of systems and procedure adopted by the institution is more important in a charge sheet. So dont link the likely loss with the punishment, For example if there is no loss to an institutions say Bank but he violated KYC norms, then he can be punished vice versa. This is my opinion.
