If youre free to go then leave. If youre being detained then you can ask what youre being detained for, but if you are being detained then youre obligated to provide ID if you have it. Its not unreasonable for them to arrest people who refuse to provide ID since it may very well be a valid investigation in conjunction with a crime. Sometimes its just stop and frisk behavior which is an unethical abuse of the law, but at the end of the day they will get away with it anyway. Refusing to provide ID once youre detained for questioning may very well, and probably will, result in your arrest. Offering any resistance at that point will lead to some rough handling (or worse) and additional charges such as resisting arrest and/or assaulting a police officer.
