roper License and Registration Police officers are required to make sure that drivers they pull over for traffic stops have the proper materials that allow them to operate a vehicle. These materials include a drivers license and car registration, which proves that the car is legally registered in a state or country through a motor vehicle department. They will also ask for proof of insurance, which is now required in all states. If a driver lacks any of these materials, the officer can write a citation or even keep the motorist from continuing to drive. Officers are also required to check licenses and registration numbers to see whether motorists have any outstanding warrants or violations on their records. If any are found, the motorist can be detained. Stopping a Vehicle Law enforcement officers must have a reason for the initial stop, which can be as minor as improper equipment on the vehicle or a traffic violation. Many police cruisers have dashboard-mounted cameras so that officers have records of vehicle stops. The officer should, but is not required to, explain to the driver why the vehicle was pulled over initially. Stepping Out and Searching Cars Officers may also order drivers out of their cars without violating their Fourth Amendment rights, and the car may be searched if the officer has a reasonable belief that the driver has guns or illegal substances in the car. Questioning may continue at this point, but only during the computer check of the drivers license or rental car papers. Once that check is complete and no information has come back saying the driver has done anything illegal, then anything found during the search after the computer check is unlawful and inadmissible in court. The driver may not be detained after this point unless a ticket for a driving violation is being issued. However, if something is found in the search during the computer check, then it is lawful for the officer to detain the driver.
