someone brought to my attention that the government is trying to change the definition of a child under this Bill, 1. A child is defined as a person who is younger than 13 years old (Section 2(1)) – This act may give permission to Early Learning to interfere in private education since there is an intersection of age groups between the proposed act and the Education Act (Section 16 of the Education Act covers children of compulsory school age (6) and up while this act would cover children up to age 13). It will be unclear who is responsible for monitoring which children in which environments and which licensing would apply or take precedence. Does anyone know what this means for unlicensed home daycares?
