For normal low to middle postings, salary could just be the top most important factor. For higher management, maybe other factors like connection, charisma, etc can influence hiring. Please bear in mind that Singaporeans (citizens of course) generally have a much more genuine global outlook, due to our small country size and geography at the crossroads of the world. We actually know more about the outside world, than most of other citizens in other countries, especially big ones. There are a lot of foreign citizens, just for example a big country in north america, that don’t even have a passport, or travelled overseas, or even know where Singapore is. To some of those foreign citizens who are less-travelled, their country is their universe, moving even from one state to another could be an event of a lifetime. Author has also cautioned the danger of “outsourcing” niche sector of the economy like IT to a particular “oversea” source. The unexpected consequence could be that our locals in this sector could diminish to a point of no return, such that revival for control of this niche sector will be forever lost. Perhaps we can look forward to South Korea as a positive example. Koreans seem to do things with a purpose. Their immigration policies are never as loose as ours, yet they can be successful. They seem to be letting in only REAL foreign talents with a purpose to further develop their indigenous population to propel themselves up to take off to the sky. They seem to concentrate to let in talents from places that are previously “better” than themselves so that they can improve. Under high remunerations, Japanese, Europeans and Americans have rendered their talents to help build up these industries: automobile, electronics, entertainment media, engineering etc etc. Remember that long before all the very successful Korean-dramas are recently screened by Mediacorps, Japanese-dramas were the hit in the 80s screened by SBC. What we are lacking now in Singapore is the political will to concentrate to select stringently talents from countries “better” than us, with the sole purpose of technology transfer to indigenous population so that we can also one day take off and fly to the sky. We really hate the idea of flooding in of foreigners indiscriminately, without any real benefit to make citizens improve.
