Small Employer Plans Insurers Offering Plans Purchasing Cooperatives A message from Insurance Commissioner Jose Montemayor In traveling last year with Lt. Gov. Rick Perry to a series of Texas Small Business Summits, I realized that state government should do more to provide small businesses with the additional tools and information they need to be successful in the emerging global marketplace. Several of the concerns we heard from business people were in the area of INSURANCE -- from fear of lawsuits to the rising cost of health INSURANCE. Some employers asked that we make it easier for small businesses to group together to obtain better health INSURANCE rates. An existing state law (click on link to read the statute) currently permits businesses to band together to form cooperatives or alliances for purchasing employer health INSURANCE coverage. Purchasing cooperatives are pools formed by a group of large or small employers to combine their buying power and negotiate with carriers for more affordable health coverage. Any group of two or more employers can band together into non-profit private cooperatives. Cooperatives are required to register with the Texas Department of Insurance.
