مناقشة أول رسالة ماجستير في علم المكتبات والمعلومات في دولة الإمارات العربية المتحدة The First Ever Masters Dissertation in Library & Information Science from the American University in the Emirates قام الباحث عماد ابوعيد بمناقشة اول رسالة ماجستير في علم المكتبات والمعلومات في دولة الإمارات العربية المتحدة أمس الاثنين الموافق ٦ يناير ٢٠١٤ في الجامعة الامريكية في الإمارات. رسالة الماجستير بعنوان تطبيق مؤشرات الأداء الرئيسية في قياس الخدمات الالكترونية في المكتبات العامة بدولة الإمارات العربية المتحدة وهي دراسة نوعية استخدم الباحث أسلوبي الاستبيان والمقابلة لجمع البيانات من مجتمع الدراسة المكون من المكتبات العامة الاتحادية والمحلية في الدولة، حيث أظهرت النتائج بان ٥٠ بالمئة من المكتبات العامة في الدولة تطبق مؤشرات اداء لقياس خدماتها الالكترونية، و ٢٥ بالمئة تطبق جزئيا و٢٥ بالمئة لديها خطط مستقبلية للتطبيق. تعتبر هذه الدراسة الاولى من نوعها في مجال إدارة الأداء والمقاييس حول المكتبات العامة في الدولة حيث انها وفرت البيانات الاساسية حول مقاييس الأداء وطريقة التطبيق والموارد المستخدمة ومدى مواءمة التطبيق مع المعايير الدولية. تكونت لجنة مناقشة الرسالة من كل من ا. د. جاسم محمد جرجيس/مدير برنامج ماجستير علم المكتبات والمعلومات في الجامعة الامريكية في الإمارات مشرفا ورئيسا، و ا. د. هشام عزمي/ عميد كلية الاتصال والإعلام بالجامعة عضوا، ود. حسن المومني/ عضو هيئة التدريس بالجامعة عضوا حيث منحت اللجنة درجت الامتياز للطالب. والجدير بالذكر هنا، بان برنامج علم المكتبات والمعلومات بكلية الحاسوب وتقنية المعلومات هو برنامج ماجستير نوعي تنفرد بتدريسه الجامعة الامريكية في الإمارات على مستوى الدولة يهدف الى تخريج قيادات في علم المكتبات والمعلومات على مستوى الدولة، ويضم البرنامج حاليا نخبة من الطلبة العاملين في مختلف مكتبات الدولة وممن يرغبون بالعمل في مجال المكتبات والمعلومات. Dissertation Title: Application of Key Performance Indicators (KPIs) in Measuring Electronic Library Services in the UAE Public Libraries: An Evaluation Study By Emad Mohammad Abu Eid Supervised by Prof. Jassim Mohammed Jirjees A Dissertation Presented in Partial Fulfillment Of the Requirements for the Master Degree MLIS Program – College of Computer Information Technology (CCIT) American University in the Emirates (AUE) Dubai-UAE Fall 2013 Abstract The main purpose of the study was to identify the current application and use of key performance indicators (KPIs) in measuring electronic library services in the United Arab Emirates (UAE) public libraries. The study seeks to determine the importance of measuring the performance of electronic library services in terms of methods of data collection, resources expended, current KPI methods employed, use of information resulting from KPI measurement and the types of participants involved in the KPI measurement process. A qualitative study was conducted using an evaluative methodology research design. The population of the study was the federal and local governmental public library in the United Arab Emirates (UAE). The population of the study included Dubai Public Library, Sharjah Public Library, Abu Dhabi National Library and Ministry of Culture and Community Development Public Libraries. Those public libraries administer the access to information and the provision of library services through thirty (30) service library branches; using (290) Full time employee (FTE) of staff, collection exceeds six (6) million items and around six hundred thousand visit FY 2012. All libraries of the population of the study provide electronic library services. The study was conducted in two phases: Phase I of the study was a self-administered survey of the Library Directors yielded a 100% response rate. Respondents recorded current application of KPIs practices, estimated resources expended to conduct KPIs measurement, identified KPIs measurement participants, and challenges facing them in KPIs measurement. Phase II of the study consisted of a qualitative interviews conducted over telephone with Key Informants yielded a 100% response rate. They interviewed to gather additional information on the current practices, the future developmental directions of electronic library services and KPIs applications. The results of the study indicate that 50% of public libraries in the UAE are currently used and applied KPIs in measuring electronic library services, 25% partially used KPIs and 25% plan to apply KPIs in the future. Study results indicate a culture of KPIs assessment partially exists among the UAE public libraries. The study also concluded that 50% of the UAE public libraries adopted ISO 11620 as a reference to their KPIs application. Finally, the study results indicated the common reasons for the application of performance indicators were to know areas of strengths/weaknesses; to improve performance and to increase level of users’ satisfaction. Recommendations of the study include: emphasis on adopting best practices, benchmarks, automated performance management systems, ISO11620, and design and conduct of training programs for librarians.
