Main districts responsible are below. States of UP, Bihar, Uttarakhand and West Bengal have been issued orders which if they fail to comply with it will be contempt of court. When we called district administration of these states last week they said they are not even aware of the orders. The organisations working on this are Humane Society India, People for Animals and Federation of Indian Animal Protection Organisation which was set up by Smt. Maneka Gandhi. West District (Sikkim) Overview of the festival The temple of Gadhi Mai is located in Bariyarpur of Bara District in the Terai region of Nepal, near the border with Bihar. The Gadhimai festival has its origins in the 18th century with a feudal landlord Bhagwan Chaudhary and a village healer adept in occult, Dukha Kachadiya. Bhagwan Chaudhary was imprisoned in Makwanpur fort prison 260 years ago. While imprisoned he dreamed a dream that his problems would be solved if he made a blood sacrifice to Gadhimai, in other words if he sacrificed an animal. After leaving prison Chaudhary took advice from Kachadiya. According to tradition at the time of Chaudhary’s sacrifice a light appeared in an earthenware jar and from than onwards the sacrifice has continued every five years for the last 260 years. Animal sacrifice at the festival Two days are designated for animal sacrifice. This year it is 28-29 November, 2014. It is one of the largest ritualistic animal slaughters in the world. An estimated 250,000 animals including cattle, goats, pigs, pigeons and rats were killed at the festival in 2009. Over 70% of animals, especially cattle, go illegally from the states of Bihar, West Bengal, Uttar Pradesh and Uttarakhand. The attack is carried out by a group of about 250 men in a drunken frenzy. Animals are starved for days. Made to walk all the way from India to Nepal. Many young animals die on the way and their bodies are kept with live animals. Animals are beaten and tortured. Mother buffaloes are killed in front of their young in an open field with spectators, including women and children, watching and cheering on. Animals sit in a pool of blood waiting for their own brutal end. All they feel is pain and fear. They often die an unbearably slow and violent death because the men are not experienced butchers and their knives aren’t even sharpened properly. Many animals try to escape but are hunted down. Typically locals are expected to buy the animal meat, skin and bones but this year they have refused. Outrage against this festival This year there has been growing international outrage against this festival including in India. In fact there was a one day hunger strike in Chennai led by youth to protest against this (pictures attached). There are hundreds of online petitions and social media is abuzz with this issue. Hindus worldwide are outraged too because they are feeling that this is spoiling the perception of Hinduism. The festival organizers are misleading the local people into believing that such a ritual is part of religion. Head of Hindu Council in the UK and has openly denounced this festival. He has even written an article about it explaining how it has nothing to do with Hinduism. In fact the youth in Nepal are taking the very brave step of “Occupying Gadhimai” where they plan to offer passive resistance at the gates of the sacrificial field to urge people to not massacre animals. Supreme court order The Supreme Court of India has asked animal rights activists and other parties, including the Home Ministry and state governments, to come up with an action plan for effective implementation of the restriction on the export of animals to Nepal during the Gadhimai festival. The court also directed all the parties to meet on November 14 and discuss the modalities to implement the export ban, and report the developments to it on November 22. On October 17, the Indian apex court passed an interim order to the Union of India and state governments of Bihar, Uttar Pradesh, Uttarakhand and West Bengal, from where a majority of the animals are transported, to prevent ‘illegal transportation’ across the border. Complying with the order, the Home Ministry have issued necessary directives to the Armed Border Force and Indian Police (attached). However, the district authorities do not seem to be aware of the directives. In fact, the directives ask for imposition of Section 144 of Criminal Procedure Code in the districts neighbouring Nepal. But the district magistrates are not aware of this. This information came from Smt.Gauri Maulekhi ji who is a trustee of People for Animals, the largest animal welfare organisation of India set up by Smt. Maneka Gandhi ji. Steps that need to be taken between now and November 28, 2014 (1) All Chief Secretaries, Director General of Police, District Magistrate along with Superintendent of Police need to be directed to prepare action taken reports, appoint Duty Magistrates and ask Nodal Officers to monitor and coordinate on control of illegal movement of animals towards Nepal. The State Governments need to be alerted about this in a very strong manner because most of them are not even aware. (2) Mobilize NGO volunteers to patrol the borders and set up animal quarantines in the following districts - Pithoragarh, Champawat, Rudrapur, Pilibhit, Lakhimpur Kheri, Bahraich, Sravasti, Balrampur, Siddarthnagar, Maharajgunj, Kushinagar, West Champaran, East Champaran, Sitamarhi, Madhubani, Supaul, Araria, Kishangunj, Darjling, North District (Sikkim),West District (Sikkim) (3) Advertisements in leading newspapers through agencies for print and electronic media about illegal animal movement, handbills and hoardings to make the public aware about their Constitutional duties, as defined under article 51 A .
