September 12, 2014 Honorable Mr. Joseph A. Moore Alderman City Council, Chicago [email protected] Phone (773)-443-5037 Mr. Alderman: We were shocked and surprised to learn that the City of Chicago has decided to name a Street after General Ziaur Rahman who first seized the power as a Chief Martial Law Administrator (CMLA) on April 21, 1977 and then became the President of Bangladesh through a rigged election. He held the power until his assassination on May 30, 1981. We are vehemently disagreeing with your decision to honor this ruthless cold blooded killer. We present here some facts about this notorious military dictator for your kind information and necessary action: 1. Zia protected the assassins of the Father of the Nation by modifying the Constitution: The Father of the Nation of Bangladesh, Bogobandhu Sheikh Mujibur Rahman was brutally assassinated with his whole family on August 15, 1975 including his youngest child who was only 8 years old then. An Indemnity Ordinance 1975 was immediately promulgated by the then President who was behind this coup to give immunity from legal action to the persons involved in the assassination. Later, when the parliament was constituted during the Presidency of Ziaur Rahman, the Ordinance was ratified to make it a formal statute known as Indemnity Act that became enshrined in the Constitution of Bangladesh on July 9 1979. Ziaur Rahman further rewarded these assassins by appointing them Ambassadors of Bangladesh in various countries. 2. Zia executed his colleague Col. Taher – Supreme Court: Like Ziaur Rahman, the then Col. Taher was also a Sector Commander during the 1971 Liberation War. Col. Taher also helped Ziaur Rahman to become the President of Bangladesh, but Zia took him as his adversary and had him arrested, tried secretly by a Special Tribunal and hanged. Lately, Col. Taher’s wife took the matter to the court and the Court gave verdict on March 22, 2011 that The so-called trial and execution of Colonel Abu Taher was a cold-blooded assassination, which was masterminded by a person no other than Ziaur Rahman. A star witness in the trial was American scribe and Pulitzer Prize winner Lawrence Lifshultz, who described the special tribunal as a “kangaroo trial” and returned to depose before the court, 35 years after he was expelled by the Ziaur Rahman-led military junta. 3. Zia ruled illegally for 2 years – High Court A High Court judgment in August 2005 had rendered illegal the regimes of all rulers of Bangladesh between August 15, 1975 and April 9, 1979. That means, Ziaur Rahman ruled Bangladesh illegally using military force between April 21, 1997 and April 9, 1979. 4. Zia amended the Constitution to introduce ultra-religious politics and terrorists: The original Constitution of Bangladesh was drafted in 1972. It had embodied four fundamental principles of nationalism, socialism, democracy, and secularism implying a Constitutional ban on religion-based politics. During the Presidency of Ziaur Rahman, this ban was scrapped through so called Fifth Amendment that led the introduction of many ultra-religious parties in Bangladesh and the growth of extremists and terrorists in the region. 5. Zia executed thousands of soldiers and civilians to cling to power: During his term of power, Zia was criticized for ruthless treatment of his political opposition. He survived as many as 21 coup attempts during his five years as the leader of the country. Most of those coups were led by the 1971 freedom-fighter officers who were irked by Ziaurs liaison with anti-liberation pro-Islamic quarters. He executed thousands of army officers and civilians just to remain in power. In a failed coup attempt on October 2, 1977 alone, an estimated 2500 armed forces personnel were executed including 1183 soldiers and 561 Bangladesh Air Force airmen. Honorable Mr. Alderman, if the City goes on to honor this ruthless dictator by naming the street after him, it would be a disgrace to humanity and the souls of thousands of slain soldiers and civilians will be dishonored. We request you to kindly revert your decision. Respectfully, Courtesy -- Chunu Miah
