মনে পরছে কয়েকজন শুভাকাঙ্খী জানতে চেয়ে ছিলেন পরিবর্তন টা হোল কি? আজ তাদের জন্য- মাফ চেয়ে নিচ্ছি একটু লম্বা লেখার জন্য ... বন্ধুবর - আগেও বলেছি , এখন ও বলছি - কোন কাজই এরকম হয় না যে আপনি বলতে পারেন এটাই সেরা বা আর উন্নতি সম্ভব নয়। কিন্তু পরিবর্তন কথাটির অর্থ হোল কি ছিল আর কি হোল! তাই এই প্রসঙ্গে আজ কিছু কথাবর্তার অবতারনা আশুপ্রয়োজন। সুজলা সুফলা শস্য শ্যামলা এই গ্রাম বাঙলার অর্থনীতির ভিত্তিই হোল কৃষি। সুধু তাই নয় , গোটা ভারতের সিংহভাগ মানুষের রুটিরুজি হোল চাষবাস। আমাদের মতো শহুরে মানুষের বোধগম্য হয়না যে শীত-গ্রিষ্ম-বর্শা বারোমাস কতটা কষ্ট করে একজন চাষি ফশল ফলান। দুর্ভাগ্যের বিষয় যখন হাতে ভাতটা তুলে নিয়ে মুখে পোরেন এই সব বাতেলা সর্বস্য লোকজন তখন কোন ভাবেই তাদের চোখে ভেসে ওঠেনা কিছু দৃশ্য যেমন - আমি আপনি যখন কনকনে শীতে ভোর পাচটায় পাশ ঘুরে শুই ... ততক্ষনে ১ ঘন্টা ক্ষেতে জল দেওয়া হয়ে গেছে ওই আমার আপনার অন্নদাতা সেই চাষীভাই এর । বা গরমের দুপুর বারোটার গনগনে রোদ যখন বাইরে, আমি আপনি বাতানুকুল যন্ত্রের সামনে বসে হাওয়া খাচ্ছি .... আর সেই চাষিভাই হাল ধরে মাটি ঠিক করে চলেছেন পরের ফসলের জন্য। আমার আপনার বিরক্তি সৃষ্টিকারী বর্ষা তাদের মুখে হাসি ফোটায়। বব মার্লির একটা লাইন আছে - someone feels the rain and someone just gets wet.... আমাদের দশা হোল ওই শুধু ভেজা আর চাষিভাই দের কাছে তা উপলব্ধির । এত কথার উত্থাপনের মুলে হোল একটা নিতীগত পার্থক্য বোঝানো - কোন সরকার যখন সেই দুফসলি তিন ফসলি জমি কেরে নেয় তখন মানসিক ভাবে কতটা আহত হন সেই চাষিভাইরা ..... আর যখন কেউ তাদের বরাভয় দেন যে কোন জোরজুলুম নয় তখন তারা কতটা স্বস্থি পান! পরিবর্তনের ভিতটা তারী হয়েছিল এভাবেই! কিন্তু ইমারত টা ? বলছি। আচ্ছা বলুন তো - কোনদিনও দেখেছেন কোন পূর্বাতন সরকার কে মেয়েদের জন্য এভাবে ভাবতে? কন্যাশ্রী একমাত্র প্রকল্প গোটা ভুভারতে যা অপ্রাপ্তবয়স্ক মেয়েদের সাবলম্বী করতে ও তাদের অনিশ্চিত ভবিষ্যত কে সুরক্ষিত করতে একান্ত সহযোগী। ইউনিসেফ , অস্কারজয়ী চিত্র পরিচালক - এদের স্বিকৃতির পর এবার দিল্লীর পালা তাকে মেনে নেওয়ার। অমিত বাবুর গর্জন শোনা যায় বর্ধমানের ফাকা মাঠে কিন্তু তাদের ক্ষমতাশীন কেন্দ্রীয় সরকারের ক্ষমতা হয় না অস্বিকার করার- তারই ফসল একমাত্র কোন রাজ্যসরকারের প্রকল্পের পুরস্কার প্রদান কেন্দ্রীয় সরকারের তরফে। আসুন চোখ বুলিয়ে নেই কিছু দৃস্টান্তে - After accolades from Union finance minister Arun Jaitley for Bengal Global Business Summit, the West Bengal government got another recognition from the Centre in the economy front.The Narendra Modi government has awarded silver medal to the state finance department for its excellence in government process re-engineering. In the previous two years also, Mr Mitra showed steady improvements - the fiscal deficit in 2012-13 was estimated at 3.6 per cent of GSDP, compared to 3.3 per cent in 2011-12. After a meeting of the Standing Committee on Industry, Infrastructure and Employment chaired by Chief Minister Mamata Banerjee here, Finance minister Amit Mitra told reporters that a few big ticket investments like a rubber park and the Apeejay Group promoted-Bengal Shipyard were given clearance under section 14Y of Land Ceiling Act He said that a rubber park would come up for the first time in the state at Domjur and Sankrail on 92 acre. The shipyard project would come up at Kulpi at an investment of Rs 2,000 crore with a potential of creating 5,200 jobs. Mitra also said that renowned furniture company Supreme Industries had filed an affidavit stating that it would not engage in forcible acquisition of land from farmers for acquiring 49 acre at an investment of Rs 165 crore for the project. He said the Chief Minister had also cleared the appointment of a transactional adviser for identifying strategic investors for five sick tea gardens owned by the West Bengal Tea Development Corporation. The accumulated losses of the gardens were Rs 225 crore and the workers would be given the option to work in other government jobs. Emami would be setting up a Rs 500-crore cement plant at Raghunathpur on 65 acres. সর্বশেষ নির্দশন - NORTH BENGAL PROJECTS TIMES OF INDIA, 19 January,2015: Mamata Banerjee will announce two food processing projects during her North Bengal tour beginning Tuesday . One of the projects is getting a grant from US Agency for International Development (USAID), the first of its kind in agriculture in North Bengal. The state government officials said that both projects will be inaugurated by Mamata at the Kanchenjungha Stadium in Siliguri. Keventer Agro Ltd and Metro Dairy -the two Keventer Group firms -are implementing the twin projects. This will also mark the entry of Keventer in North Bengal. Mamata on Monday attended a business summit held at Uttarkanya in Siliguri. The chief minister announced that Coca Cola will invest another Rs 250 crore in their Raninagar plant in Jalpaiguri. She also asked the chief secretary to set up a single window system at Uttarkanya to help out entrepreneurs interested in investing in North Bengal. Keventer managing director Mayank Jalan said the group is setting up an ice cream plant in Malda with an initial capacity of 36.5 lakh litres per year (10,000 litres daily). It is also setting up a state-of-the-art cold storage and ripening centre for bananas with a capacity of 5500 MT per year at Dabgram in Siliguri.USAID has sanctioned a grant of $2.2 million already for empowering banana farmers. “As a company , we see enormous opportunity in North Ben gal due to its location as the `gateway to the northeast and due to availability of agri-resources like mangoes, oranges and pineapples,“ Jalan said. According to Jalan, Keventer Agro is currently working with CII-FACE and USAID in the banana project to improve farming practices and yields. “More than 3,000 farmers have been provided with G-9 tissue culture bananas as well as farming technology .
