- The Pay Our Military Act provided appropriations for pay and allowances for military personnel and those civilian personnel who provide support to military members. It did not provide appropriations for things like equipment, supplies, materiel, or travel costs you need to continue operating. - Financial obligations for all other activities remain bound by the shutdown guidance, which strictly limits "excepted activities" to those in line with the Anti-Deficiency Act and various legal precedents. - Other than the limited authority provided in POMA for pay and allowances, we have no authority to expend (eg, actually pay out from the Treasury) any FY14 funds for either excepted or non-excepted activities until we receive either a comprehensive Continuing Resolution or FY14 appropriations. - During this lapse in appropriations, OSD guidance allows civilian employees supporting members of the Armed Forces to perform those activities which contribute to the morale, well-being, capabilities, and readiness of covered military members. - Legislation is now pending in the Senate to provide retroactive pay to furloughed civilians once the shutdown is ended. Under this legislation those now back on duty will then be paid for the days they missed, and those still on furlough will be paid for the whole shutdown period. The President has indicated that he will sign this legislation if it is sent to his desk. The fluid legislative situation and the limitations of the DOD pay systems mean that some employees will have pay errors that will have to be cleaned up; please ensure that current and any future A1 civilian pay guidance is distributed widely to help us minimize the number of individuals affected.
