1 X ACCOUNTANT: SUPPLY CHAIN MANAGEMENT PERMANENT POSITION: BASIC SALARY (R170 160 – R220 848) REQUIREMENTS Higher Education Qualification: Minimum Grade 12 plus a Level NQF 6 qualification or a degree in Logistics/Purchasing Preferably studying towards the minimum competency level requirements as per the Treasury Regulations on minimum Competency Levels (Gazette 29967) Experience: Minimum of 4 year relevant experience with supervisory skills; Extensive experience in financial processes in the Local Government Practical understanding of the legislation, MFMA and Preferential Procurement Policy Framework Driver’s License Other: Understanding of at least two official languages spoken within the district Analytical skills Report writing skills oGood communication and interpersonal skills Knowledge of computer programmes (MS Office, PowerPoint and Excel) Must be able to work under pressure, especially when deadlines have to be met Must be able to work independently and be part of a team KEY RESPONSIBILITIES: Ensuring compliance with relevant legislation Responsible for compiling all reports required by Supply Chain Management policy, MFMA and other legislation related to the function; Responsible for the attainment of the Council’s objectives through proper procurement and control of all materials and equipment to plan, direct and co-ordinate the procurement of goods and services at the best price, at the right time, best quality and correct quantity; Oversee the administration of the database of suppliers to ensure that the accredited prospective providers of goods and services are accurately updated on a daily basis, by ensuring that the functions are executed according to prescribed standards; Ensures that the liaison with the creditors division is done to ensure that the chain management function is performed effectively and efficiently; Managing the preparations of bids to provide council with accredited service providers for the delivery of goods and services; Supervise Supply Chain Management subordinates Compilation of expenditure budget for SCM section to provide the budgetary requirements; Review SCM policy regularly and make recommendations for improvement; Provide expert support and build capacity at local municipalities pertaining to the section’s functions; Participate in all bid/quotes committee structures.
