139 Establishments Trained on Labor Laws Compliance in Bicol Legazpi City- A total of one hundred thirty nine (139) establishments all over the region were trained on labor relations and labor laws compliance as part of the Module 1 of the “Enhancing Labor Relations and Labor Laws Compliance Training” the whole day of September 28 at the Concourse Convention Center. “The training was in line with the implementation of the new Labor Laws Compliance System (LLCS) wherein the DOLE is shifting from a regulatory to a developmental approach by assisting employers and employees particularly in micro and small enterprises to comply with General Labor Standards (GLS) Laws” DOLE-Bicol regional director Nathaniel V. Lacambra said. The training is spearheaded by DOLE-Bicol in partnership with the Bicol Information Research and Development Center (BIRDC), and DOLE-RCC member agencies like the National Labor Relations Commission (NLRC), National Conciliation and Mediation Board (NCMB), and the Regional Tripartite Wages and Productivity Board (RTWPB). It is a modular training program divided into 3-modules and a 1-day training per module program. Attendance to all modules will merit a Certificate of Completion. “We came up with this modular type training after consultations with employer-employee organization in Albay. They suggested that to be effective, the trainings should be spread out in order to accommodate the busy schedule of employers to be conducted particularly on a Saturday. One day away from business would mean a cut in profit and wages” DOLE Bicol asst. reg. dir. Exequiel Ronnie A. Guzman explained. The modules of the training are: Module 1. Labor Relations & the New Labor Laws Compliance System Module 2. Human Relations & Alternative Dispute Resolution Module 3. Productivity and Safety Saturday’s training dealt on Understanding the administration of Labor Issues which was discussed by NLRC Executive Labor Arbiter Jose Del Valle, Jr., the LLCS Framework and Implementation discussed by DOLE-TSSD Chief Imelda E. Romanillos, Compliance to General Labor Standards explained by DOLE Atty. Karina P. Trayvilla, Med-Arbiter and Labor-Management Cooperation discussed by NCMB Regional Director Susan A. Quimpo. “The training was very informative and satisfying. Had we known the details on labor laws, we could have avoided labor conflicts which are expensive due to litigation and would create discord between labor and management. We are looking forward to module 2,” said Roger, Manager of a motorcycle chain in the region. “Buti na lang at sumama si bossing sakin sa training na ito. Mabait naman si boss kaya nga tumagal kame, hindi nya lang talaga alam…” Sarah (request not to divulge full name) an employee of large merchandise store in Legazpi City said grinning. Said training is the 3rd DOLE-RCC convergent activity on advocacy held this year which garnered positive results. A MOA will be forged among local chambers, safety organizations and other social partners and the DOLE-RCC to formalize this convergent activity. “We are happy that we are helping the Bicolanos in a simple yet effective way of educating them on labor laws.” DOLE Bicol reg. dir.
