1st June 2014 My humble request to PM! - An enactment to bring NGOs under ICAI/ CAG Audit, - Group NGOs under separate licenses for Religion, Education, etc - establishing a single channel, directly under RBI should be the only source of funding for all registered NGOs. - No cash donations in excess of INR 1000/- locally - NGOs to renew their license every 2 years with a fee to the Central Government after submission of audited accounts that need to be published in atleast 3 news papers - Separate disclosure norm that mentions all donations in excess of USD 1000/- from abroad - Disclose the composition of the Board and various committees - Disclose the Objects along with the Financials, every year - Disclose the beneficiary institutions that receive grants in excess of USD 10,000/- - Disclose the name of individuals who receive grant in excess of USD 500/- - No individual can be a member of any committee of more than 2 NGOs - Specify period restrictions to use the grants received in excess of USD 10,000/- with certified utilization statement corroborated by End-user acceptance. - All the donations to educational institutions only through Ministry of HRD. Naming the beneficiary institution can be left to their choice
