The Control and Examination Yuans, 2 of the 5 branches makes up the ROC(Republic of China ) govt, were discovered by many that their functions are limited and can be dealt with by other govt branches. Mentions as: -By sticking to the ruling KMT party, old aged officials climb the ladder & become politically appointed. -Power and pay to the political appointees, plus the guarantees enjoyed by civil servants is too much! -Switch between political officials and civil servants to maximum retirement benefits, is a prime example of the govt trying to squeeze every last penny out of everything. -None of the political appointees in the Cabinet have been voted for and they follow Ma’s wishes, tow the party line and act in an erratic manner. -Never heard of them! What did they do? Taiwan has had 5 presidential elections, for KMT(Chinese Nationalist Party_Kuomintang), ROC is still the KMT’s China, not a country belonging to its citizens. Leaving aside the 5 branches of government in the bizarre Constitution that includes the 2 strange beasts called the Control and Examination Yuan, civil servants and political appointees serve as govt officials, which causes all sorts of absurd things to happen. There are a lot of cities directly administered by the Cabinet in which titles and territories are granted to favored elites without any thought of regional improvement, making it clear that the system is all about rewarding the powerful. The ruling KMT controls 60 of the Legislative Yuans 113 seats, compared with the DPP(Democratic Progressive Party) 40 seats, & the TSU(Taiwan Solidarity Union) 3 seats. Now, both of DPP & TSU aim to reduce the number of members in the Examination and Control Yuan and reduce the length of their terms, a 1st step toward abolishing the 2 useless yuans. Said the structures set up by the KMT during its long rule have created a system for dividing the spoils, in which everyone is participating, that has the power to control the state. This is something very hard to rid ourselves of, but needs to be changed.
