63% of the more than 75,000 youth in Floridas juvenile justice system have been diagnosed with mental illness or have demonstrated behaviors that suggest mental illness. Another 65% are diagnosed with or have behaviors suggesting a substance use disorder. Only 10% ($60,100,061) of the Department of Juvenile Justices FY 2010-2011 budget of $606,736,349 was earmarked for prevention and diversion services. Office of Policy Analysis and Program Accountability (OPPAGA) studies in 2007 and 2009 showed the Redirection Program saved $36.45 million and avoided $5.2 million in costs by diverting youth who would otherwise be committed for a non-law violation of probation to less costly therapy-based community programs.
