8th & 9th assessments (due in July 2013) delayed because of delays in concluding the 7th assessment following delays in a plan to cut state expenditure after the Portuguese constitutional court threw out four clauses in the 2013 state budget. More recently on 31 Aug 2013 the Portuguese constitutional court again threw out plans to down size or redeploy public servants theportugalnews/news/constitutional-court-rules-against-austerity-measures/29255, which will make redundant an additional planned savings this year amounting to €50 million, rising to €448 million next year and €394 million in 2015 . Coupled with the State paying €4.2 million this year to public servants to work in private sector & the Union (CSI) representing Fincas (Revenue) Staff in Portugal taking a further Constitutional Case to stop Government increasing working hours, one would love to be a fly on the wall when these talks take place
