9-11-14 BOV Meeting 9-11-14. Anne Holten speaking at lunch 11:30-1 Talking about agenda under McAuliffe. Focus on K-12 and then about Us There is an achievement gap and they are focusing on that, and looking at those schools that are doing well, and what can they learn from them They are working with the Curry School already. They are working on the next generation of accountability reform. Also working on a lot of work force issues. There is an economic challenge, and the economy has to diversify and not be so tied to the defense industry. And the University is a huge part of that. Also working with the community colleges on getting kids into the middle tech skills, which UVa is also working Working on affordability and success and thinks UVa is working hard at this and making the right focus on trying to keep UVa affordable though the Access UVa program. One of the keys to affordability is completion rate. If you dont pass or dont get the degree, or it takes 5 years, its harder to be affordable. She says UVa is strong on that. Anne talks about jobs for liberal arts majors, and talks about what the paths are, and how do you help them get successfully get a job. If they are in a lower demand job, how do you help them? Can you help them to make a transition? So they dont go through a challenging period of discernment Talks about success story of a liberal arts student she knows, because he had a 3 month coding academy . How do we make sure the non-stem students can also afford to eat. She talks about the community colleges ( my comment: Annes previous job was working with all the community colleges in Virginia, heading a program called Great Expectations). She talks about how when kids want to get into UVa., have them go to the community college and if they get the grades, they can get in to UVa. It is an affordable path to a degree. *Anne talks about communications. Students at the community colleges dont know how affordable the schools are and how they can be guaranteed a spot at UVa. There is not strong advising at the community colleges. UVa can help and send people to those campuses, and have someone on site at Piedmont and other natural partners to help students learn how they can get an affordable degree at UVa. Talks about how there are recruiting program in NOVA that identifies students in grades 10-12 and get them to go to community college and then GMU with 83% success at community colleges for at risk students. Anne notes that you are competing for the top kid that every school is recruiting. If you really want to fulfil your mission, reach down and find students that you can pull up, and that type of program will enhance the U as a whole. Reach out to your local school systems and find students who might not think of themselves as having University potential. The students are weeded out at Piedmont and then they will be successful at UVa. You know they will be successful and you are going to hel them get their eyes focused on Piedmont. She asks the BOV if they are reaching out to those local students, that they have a responsibility to. She talks about asking with at risk students and having a strategy of having them know each other. Says she cant talk about the budget. DiNardo. Bob Templet (?) is retiring after 12 years as head of a community college in NOVA , and asks how are we going to replace him? Anne: he will be hard to replace. It will be a challenge. there is a lot of room to improve on completion rates in community colleges and would like someone who focuses on that. Also they community colleges have to get into the fund raising business. Important to have someone who can focus on the workforce part of the program. Marcus Martin: VP for diversity. We have 9 partners. One of the issues you were talking about was getting students from the community college transferirng to STEM programs. There requirements are not always what UVa requires, and the additional requirements hinder them. Not all the credits are transferable. Anne agrees. its about communication and anything you can do to get the information to the students about what they need to take. One of the successes of improving community college completion rates is having structure of what they need to take to get the courses you need, and have a program . Student loses some flexibility but gets the courses they need. Anne asks what they do with the Cvlle schools. Martin: we have a pathway with middles school children with some schools in NOVa. Have several outreach programs in local schools. Holten. By working with the community college you can work with a broader group of students. Marcus : we need to bring it together in a more comprehensive plan Anne: talks about a program that works. Anne: How can I do my job better. What should I tell the Governor. Sullivan : we have been working with the cvlle middle schools to develop a middle school curriculum. They have been working with 3D printers etc. Dragas: Do you think that with the other demands on state finance, is there a role the state should be playing to help lower the costs of higher ed. also , in the face of budget cuts, what are the adminstrations thoughts on raising tuition Anne: we anticipate that folks ought to be able to do the 5% cut without midyear tuition cuts. They hope that they will not lead to increases in tuition next year, but understand that there are financial pressures. But there were no cuts in financial aid, so they dont expect the schools to cut it On the first question, need to look at how all can be working more efficiently How can each school learn from the other school. Can we convene you to talk about that, or are you doing that already? Can SCHEV help with that? Atkinson: there is some sharing on purchasing. Higher ed funding per student was cut from about $9000 to $5000 and we think that higher ed took a bigger cut than other agencies, and perhaps you can take that message back to the administration and take it easy on us. Holten: There is not a whole lot optional in the state budget.. Also, if we got the medicaid expansion, it would put $200 Million a year into the state coffers. Its not the whole gap, but it would fill some of it. Britt: how do you address the issue that when trying to be efficient you reach the point where there is a negative impact. Anne: i hear you . Its easier to go over the cliff than to crawl back Goodwin: Wants to make 2 comments. We at UVa understand the programs and we and we have a great staff and we are going to get through it. This U is working hard to be efficient. Was at an I meeting this week.( couldnt hear what it was) . We are in a long term situation. It took us a long time to get here, and there is not a quick fix. We will work though the process and we will keep UVa at the level its at. Holten: I should quit on that positive note, but promised to take on e more question. McFarlane: returning to the budget. We all have an obligation to share that burden. I am sitting with Donna Henry the chancellor of the College at Wise. 7 schools have been combined into 3 in her community. Is there room or latitude to exclude the College at Wise from the reductions. Holten: I dont have the power to do that. But we should remember that the College at Wise is not in the same position as other schools. If there is a conversation about this, I will make sure that UVa Wise is brought to the table. Rector Martin thanks Holten and has the invited students stand up and identify who they are. I will skip this and eat some of the lunch that I brought for myself.
