9 years ago, with huge help from Graciela Castillo and Mark Murray, my law creating the first in the nation plastic bag recycling program went into effect. 7 years ago my effort to completely phase out plastic bags failed to advance. Congratulations to all involved, this is a big win on legislation that is LONG overdue. Mark, I know how hard you have worked on this issue for so many years. And thank you to Senators Alex Padilla and Kevin de León for finally getting this passed. And finally, thank you again to Senator Padilla for recognizing my efforts in his speech today. It was very nice of him.
