A 2011 audit report by the Treasury Inspector General for Tax Administration (which was requested by Congress and published last year) reveals that anywhere from 1,846 to 23,994 tax refunds were issued to 10 addresses: ten addresses across the nation being the "home address" as listed on the tax return for that many people is proof enough that an audit of the IRS is not enough to prevent future corruption and fraud. And why is the range of numbers so broad? Taxing according to income requires layer upon layer of forms and book-keeping: this should be replaced with taxation by means of spending which can be handled simply at the point of sale along with existing declared sales taxes - an existing framework with funds going straight to the treasury at the time of purchase. There would be no further need for the IRS... except to manage our healthcare system ala the Affordable Care Act (Obamacare) and that is a whole nuther subject.
